Harcatus Tri-County CAO

HARCATUS is a community action organization serving Harrison, Carroll and Tuscarawas Counties. Our mission is to improve the quality of life for individuals and families by minimizing the effects of poverty, promoting self-sufficiency and advocating for positive change. Major programs include Head Start, Weatherization, HEAP, Senior Nutrition and Youth Employment Services.
